Dr. Girish holds a Ph.D. in Management from Indian Institute of Foreign Trade,
New Delhi and Bachelor of Technology from National Institute of Technology,
Warangal, Telangana, India. In a career spanning over 32 years, Dr. Girish has
worked with Indian Broadcasting and Digital Foundation (IBDF), National
Association of Software and Service Companies (NASSCOM), Bechtel Management
Consulting, USA, Toyo Engineering Corporation, Japan and Reliance Industries Ltd.
His area of competencies includes policy & regulatory affairs, strategy, markets,
advocacy, trade in services, content and technology. Presently, as an independent
consultant, he is advising firms across sector for promoting businesses in India
and abroad.
During his assignment with Indian Broadcasting and Digital Foundation as its
Secretary General, he spearheaded some of the key function like self –regulation
of content in non-news space, policy and regulatory affairs of broadcast sector
and promotion of media and entertainment business in India and overseas. While
working with NASSCOM, he resolved several policy and regulatory issues including
cross- border trade in services matters to facilitate the IT software sector in
achieving its ambitious targets both in terms of revenues and creation of
mass - scale employment in country.
Given his extraordinary contributions particularly in trade, policy, reforms and
governance working with both private sector and government (central & State), he
has regularly been considered as a member of several high-profile Government
Committees and programmes.
Some of the prestigious Empowered Committees/ Task Forces where Dr. Girish has
worked as a Member are : National Task Force for modernization of shipping and
surface transport system, Government of India; Kelkar Committee for Modernization
of All India Tax System by Ministry of Finance; Kelkar Committee for defense
procurement reforms by Ministry of Defense; Committee for conceptualizing
modernization of the Passport Issuance System by Ministry of External Affairs;
Task Force for National Rural Livelihood Mission by Ministry of Rural Development;
Committee on implementation of IFRS by Ministry of Corporate Affairs; Standing
Committee on Modernization of Power Sector using IT solutions; National Resource
Group (NRG) on ICT in school education by Ministry of Human Resource
and Development; National Commercial Negotiations Group (CNG) for e-governance
programs by Ministry of Finance; and several other mission mode e-Governance
programs mainly falling under the ambit of Central Ministries.
Dr. Girish has extended his valuable contributions in some of the prestigious research
assignments funded by private sector, donor agencies and Government of
India (Central and State) such as Human Capital Development for Information
Technology, South Asia Sub Regional Economic Cooperation in ICT, India and
Russia – Improving trade and investment ties, Effect of labor market restrictions
in global trading system, Development of Science and Technology Park in Delhi,
Development of National-level Accreditation Policy for Information Technology in
the Power Sector etc. In addition, he is a regular author in various leading
Indian newspapers and global journals.
